Abstract
This note advances some preliminary considerations concerning options available to the COP in selecting an institutional framework for its permanent secretariat and in making related financial and staffing arrangements (see section IV). The question of the physical location of the permanent secretariat is considered in this context. By way of background, the note briefly describes the interim secretariat arrangements (section II) and indicates the need for a transition from these to the permanent secretariat (section III)
