Abstract
The secretariat directed its initial efforts in this regard towards the collection of information on experience gained with respect to the determination of incremental costs in the pilot phase of hte Global Environment Facility (GEF) and in the operation of the Multilateral Fund for the Montreal Protocol on Substances that Deplete the Ozone Layer. This progress report presents to the Committee a number of issues identified on the basis of this initial information, to assist it in initiating its consideration of this subject
