Abstract
This second national communication provides a progress report on the measures New Zealand has taken to meet its commitments under the Framework Convention on Climate Change. Policy measures have been implemented as outlined in the first national communication. The estimated results of these measures are provided in this second national communication along with inventory statistics for the period 1990 to 1995 and projected emissions and removals to 2020. Policy measures have concentrated on reducing the rate of growth of carbon dioxide (CO2) emissions. Carbon sequestration by (planted) forests remains a central part of New Zealand’s approach to mitigating carbon dioxide emissions. New Zealand’s policy approach also recognises the importance of other greenhouse gas emissions, in particular from the agricultural sector
