Item 3 (e) of the provisional agenda

Abstract
This note deliberately places emphasis on the period between COP 1 and the second session of the Conference of the Parties (COP 2) in order to allow for a step-by-step approach and thus a more effective decision-making process. Moreover, the periodicity of meetings of the subsidiary bodies after COP 2 is not addressed in the present note since it will have to be considered in the light of:
(a) Decisions on related subjects (see para. 5, below);
(b) The experience gained in the period prior to COP 2; and
(c) The work programme of the subsidiary bodies after COP 2.
The purpose of this note is to assist the Committee in agreeing on final
recommendations to COP 1 on:
(a) The functions, roles and terms of reference of the subsidiary bodies;
(b) The work programme of the subsidiary bodies between COP 1 and COP 2;
(c) The first election of their officers;
(d) The scheduling and duration of their meetings prior to COP 2; and
(e) The support they need from the secretariat
