This document contains a summary of the issues, technical problems and constraints relating to the preparation of national communications, in particular those that have affected the preparation of initial national communications by Parties that have yet to complete them (section II) and the discussions that followed on the preparation of various elements of a national communication by non-Annex I Parties, including recommendations for the improvement of the UNFCCC guidelines for the preparation of national communications from non-Annex I Parties (section III)
