Abstract
Summarizes the main issues arising from the consideration of the draft guidelines for the preparation of national communications from non-Annex I Parties, by representatives of Parties. The main issues relate to the following elements of the draft guidelines for the preparation of national communications from non-annex I Parties: national greenhouse gas (GHG) inventories; programmes containing measures to facilitate adequate adaptation; programmes containing measures to mitigate climate change; the development and transfer of technologies; research and systematic observation; education, training and public awareness; information and networking; capacity-building; and the constraints and gaps and related financial, technical and capacity needs. The proposed improved guidelines for the preparation of national communications from Parties not included in Annex I to the Convention are contained in annex I to this document.
